This bill, titled the "Federal Obligations Enforcement Act," grants the State of Maryland new powers to collect delinquent federal funds owed to the state. Specifically, it authorizes the Central Collection Unit, a division within the Department of Budget and Management (the state agency responsible for managing state finances), to collect these overdue federal payments. In certain circumstances, if the federal government is found to be delinquent in paying funds owed to the state, and this delinquency is related to court decisions upholding congressionally approved federal spending, the state can take further action. This includes the ability to place liens on federal property located within Maryland and to direct the Comptroller (the state's chief fiscal officer) to withhold state payments that would otherwise be made to the federal government. The bill also allows for the governor to enter into agreements with the federal government to establish shared jurisdiction over federal land in the state for the purpose of enforcing state laws.
