This bill, effective October 1, 2026, amends existing law to prohibit a local government, referred to as a "political subdivision," from issuing a use and occupancy permit, which is a permit allowing a building to be occupied and used, to a private entity that holds a permit to perform improvements on State roads carrying over 25,000 vehicles per day, unless those improvements are completed to the satisfaction of both the State Highway Administration and the political subdivision itself. This ensures that significant roadwork on busy state highways is properly finished before private development can proceed.
