This bill requires the State Department of Assessments and Taxation to create, implement, and manage a database of statewide and local geographic images, which will serve as appraisal aids for property valuation. The Department of General Services will be responsible for procuring the necessary systems and services for this database, and will consult with relevant government units to gather input. Counties and Baltimore City will share the costs of this database, reimbursing the State for 100% of costs up to $1,000,000 and 50% of any costs exceeding that amount. Additionally, by June 30, 2026, the Department must establish policies to protect the privacy of individuals whose images are captured by oblique aerial photographic imagery, which are aerial photos taken at an angle. The bill also mandates a report to the General Assembly on these privacy policies by July 15, 2026, and the entire act takes effect on June 1, 2026.
