This bill amends Wyoming law to enhance the legislative review process for administrative rules, particularly those deemed "major rules." A major rule is now defined as a rule that is likely to have an annual economic impact of at least $200,000, a reduction from the previous $1,000,000 threshold, and this definition excludes emergency rules from being automatically considered major. Agencies proposing major rules must now include a statement in their public notice confirming the rule is major, explain the need for it, and provide any additional information required for a regulatory analysis. Furthermore, the state registrar of rules will establish a standardized format for agencies to propose rule changes, ensuring that additions and deletions to existing language are clearly marked, and will adopt rules to ensure agencies supply the necessary information for these regulatory analyses. This bill is set to take effect on July 1, 2026.
