This bill requires that a vote of the people be held to approve the creation of certain tax increment financing (TIF) districts, which are areas where property tax revenue generated by new development is used to fund improvements within that district. Specifically, if the estimated costs for a proposed TIF district exceed fifteen million dollars, the local government must hold a special election to let voters decide whether to establish it, with the election occurring between 45 and 60 days after the initial resolution to create the district, unless the resolution is passed close enough to a regular election that it can be included on that ballot.
