This bill establishes two new funds: the "target teacher salary supplement fund," administered by the Department of Education, to increase the target teacher salary as defined by state law, and the "community-based providers methodology supplement fund," managed by the Department of Human Services, to increase payments to certain community-based providers so their rates better align with established methodologies. Both funds will receive money as specified by another section of law and their expenditures must be included in the general appropriation bill. Additionally, the bill modifies how unobligated cash balances are handled; after a portion is transferred to the budget reserve fund (which is also clarified to be for emergencies), any remaining unobligated cash will be split, with 30% going to the community-based providers fund, 30% to the target teacher salary fund, and 40% to the general revenue placement fund. Finally, a section of law detailing transfers to the general revenue replacement fund is repealed.
