This bill establishes the Rural Mobile Health Services Program Act, creating a program within the Department of Health to improve access to essential health services in rural and underserved areas of West Virginia. The program will be administered by the Department of Health, which can create necessary rules. Grants will be awarded to eligible applicants, such as local health departments, non-profit providers, and school boards, to fund mobile primary care, mental and behavioral health services, and school-based clinics. Grant money can be used for mobile health units, medical equipment, telehealth technology like broadband and secure communication platforms, and staffing and training costs. The Department of Health will prioritize grant applications that show collaboration between local health departments, existing mobile clinics, school boards, and local government bodies. A dedicated fund, the Rural Mobile Health Services Program fund, will be created to support these initiatives, and the Department of Health can seek additional funding sources for it.
