This bill allows a county commission, which is a local government body responsible for county administration, to establish and collect a "special emergency ambulance service fee" from people using emergency ambulance services within the county. The money collected from this fee must be kept in a separate fund and can only be used for the actual costs of providing emergency ambulance services, including buildings and equipment, and for setting up, maintaining, and operating an ambulance authority. Importantly, even if an ambulance company or authority receives these funds, they are still allowed to perform non-emergency transports. Furthermore, if someone fails to pay this fee, the county commission can take action to collect the overdue amount by filing a case in magistrate court or by placing a judgment lien, which is a legal claim against a person's property to secure payment of a debt. The county commission will not have to pay any court costs or fees when initiating these collection efforts, but if a court determines the fee is legally owed, the delinquent person will be responsible for all associated court costs. The county commission can also appoint someone to handle these collection duties.
