This bill establishes a new statewide collective bargaining unit for certain state employees, to be known as the State Law Enforcement and Firefighters Bargaining Unit, which will allow these employees to negotiate their terms of employment collectively. This new unit will include sworn law enforcement officers from the Departments of Fish and Wildlife, Liquor and Lottery, and Motor Vehicles, as well as all full-time state firefighters and any other state law enforcement officers not already covered by a collective bargaining agreement. However, managerial, confidential, or supervisory employees who would otherwise be eligible, and those already covered by existing agreements with specific unions like the Vermont Troopers’ Association, Vermont State Employees’ Association (for supervisory roles), and the Vermont State Employees’ Association (for state deputy sheriffs), will be excluded from this new unit. The bill amends the State Employees Labor Relations Act and will take effect on July 1, 2026, applying to collective bargaining agreements and negotiations starting on or after that date.
