This bill establishes a new section of law that defines "state department" as any unit of the executive branch of state government. It mandates that state departments managing the state's natural resources must send a portion of the revenue generated above what they are statutorily allowed to keep for administrative costs to the county where those resources are located. Specifically, departments can keep fifty percent of these excess revenues, and the remaining fifty percent will be split: twenty-five percent will go to the county's general fund, and the other twenty-five percent will be distributed to school districts within that county based on student attendance. This provision will only take effect after voters approve a constitutional amendment allowing the general assembly to pass laws regarding how these state department revenues from natural resources are remitted.
