This bill modifies existing Kansas law regarding the confidentiality of records held by the Crime Victims Compensation Board, which provides financial assistance to victims of crime. Previously, these records were largely confidential, with limited exceptions for appeals, court orders for specific information not available elsewhere, or when compensation was granted or denied. The bill introduces new exceptions allowing the board to disclose these confidential records and information to law enforcement agencies, county or district attorneys, and the Kansas Department for Children and Families if the information was not previously available to an agency investigating or prosecuting child abuse or neglect. Additionally, the bill permits disclosure to law enforcement if the board finds the submitted records or information to be false or fraudulent. These new exceptions for child abuse investigations and false information are set to expire on July 1, 2031, unless reenacted by the legislature. The bill also makes a technical correction to clarify that the board can order autopsies and requires the person performing the examination or autopsy to file a detailed report.
