This bill mandates that within one year of its effective date, the Environmental Protection Agency (EPA) must update its rules for awarding loans from the Public Water Supply Program, specifically for projects replacing lead service lines, which are pipes that carry water from the main water line to homes and can leach lead into drinking water. The EPA will revise the criteria used to score loan applications, giving more weight to areas with older housing stock (built before 1990) and communities that have a high percentage of lead service lines. For houses built before 1990, the maximum points awarded for this factor will increase from 45 to 90, with specific point allocations based on the percentile rank of pre-1990 housing units in the applicant's project area compared to other census tracts statewide. Similarly, for lead service line burden, the maximum points will also be 90, with points awarded based on the percentage of lead service lines within the applicant's system, ranging from 90 points for 75-100% lead service lines down to 0 points for 0-24.99% lead service lines. After these rule changes, the EPA will re-evaluate all pending loan applications based on the new scoring system.
