Bill Summary

This bill prohibits any private entity from owning, operating or managing any correctional facility or jail within the State, unless the entity is operating or managing the facility or jail pursuant to a contract entered into with a public body before the bill took effect. The bill prohibits a public body from, after the bill takes effect, entering into, renewing or extending the terms of a contract with any private entity for the keeping of any person within a correctional facility or jail.

AI Summary

This bill prohibits any private company or organization, referred to as a "private entity," from owning, operating, or managing correctional facilities or jails in New Jersey. The only exception is for private entities that already have a contract with a government entity, known as a "public body" (which includes the State, its agencies, or local governments), in place before this law takes effect. Furthermore, this bill prevents any public body from entering into new contracts, renewing existing ones, or extending the terms of contracts with private entities for the purpose of housing individuals in correctional facilities or jails after the bill becomes law.
