This bill modifies the requirements for a protest petition against municipal lease-purchase agreements, which are contracts where a municipality agrees to lease property with an option to buy it later. Specifically, for counties, school districts, or community colleges entering into lease-purchase agreements for land or buildings that exceed the current fiscal year and involve annual payments over $100,000, the bill reduces the number of qualified voters needed to sign a protest petition from 5% to 3% of the municipality's qualified voters. If such a petition is filed within 30 days after the public notice of the proposed agreement, the agreement cannot take effect unless approved by a majority of voters in an election. The bill also repeals the existing law on this matter and will take effect upon its publication in the statute book.
