Bill Summary

This bill phases out State tuition aid grants for students enrolled in proprietary institutions of higher education. Under the bill, beginning with the 2026-2027 academic year, a State tuition aid grant for a student enrolled in a proprietary institution is to be limited to students who received an award prior to that academic year. Students enrolled in a proprietary institution who received an award prior to the 2026-2027 academic year are to continue to receive an award until the student is no longer eligible. Additionally, the bill provides that beginning with the 2026-2027 academic year and each year thereafter, funds which would have otherwise been awarded to students enrolled in proprietary institutions prior to the enactment of the bill are to instead be appropriated to fund summer tuition aid grants.

AI Summary

This bill phases out State tuition aid grants for students attending proprietary institutions of higher education, which are private, for-profit schools. Starting with the 2026-2027 academic year, new students at these institutions will no longer be eligible for these grants, though current recipients will continue to receive them until they are no longer eligible. The funds that would have been used for these grants will instead be redirected to a summer tuition aid grant program, which helps students pay for courses taken during the summer months outside of the regular academic year. This change aims to shift state financial aid towards a summer program and away from proprietary institutions.
