Bill Summary

AN ACT RELATING TO PUBLIC SCHOOL FINANCE; PROVIDING THAT MONEY IN THE TRANSPORTATION DISTRIBUTION OF THE PUBLIC SCHOOL FUND SHALL BE USED FOR PAYMENTS TO SCHOOL DISTRICTS AND STATE-CHARTERED CHARTER SCHOOLS FOR TO-AND-FROM TRANSPORTATION COSTS THAT INCLUDE THE COST OF MILES TRAVELED TO PICK UP THE FIRST STUDENT OR CHILD ON A BUS ROUTE AND OF MILES TRAVELED TO RETURN A BUS AFTER THE LAST STUDENT OR CHILD ON A BUS ROUTE IS DROPPED OFF; MAKING CONFORMING AMENDMENTS.

AI Summary

This bill, effective July 1, 2026, clarifies how state funds designated for school transportation should be used, specifically by ensuring that payments to school districts and state-chartered charter schools cover the full cost of transporting students, including the miles driven to pick up the first student and to return the bus after dropping off the last student on a route. It also makes conforming amendments to existing laws that calculate these transportation allocations, ensuring that these "to-and-from" transportation costs, which encompass the initial pickup and final drop-off mileage, are explicitly included in the definition of total operational expenditures used for funding calculations.
