This bill requires foreign principals, which include foreign governments, political parties, and entities or individuals significantly connected to foreign countries, to register with the Arizona Department of Homeland Security and disclose their lobbyists. These foreign principals must submit a copy of their lobbying registration and a list of their current lobbyists, and re-register every two years, or within five business days of any changes. The Department will maintain a public online database of registered foreign principals and their lobbyists. Lobbyists for foreign principals must disclose their affiliation to legislators and public officials each time they lobby, and also reveal their client's name when lobbying for state procurement. Violating these provisions is a class 1 misdemeanor, and investigations and prosecutions can be handled by the Attorney General or county attorneys. The bill also establishes a "Foreign principal lobbyist registration fund" to be administered by the Department, funded by registration fees collected from foreign principals. The Arizona Department of Homeland Security is exempt from standard rulemaking procedures for one year to implement this act.
