This bill, the Smoke-Free Residential Environments Amendment Act of 2026, amends the District of Columbia Smoking Restriction Act of 1979 to prohibit smoking tobacco products in multifamily residential buildings, which are defined as housing with two or more dwelling units. The changes expand the definition of places where smoking is restricted to include "multi-unit rental housing" and explicitly state the goal of protecting District residents from secondhand smoke in multifamily housing. Consequently, smoking will be prohibited within multifamily housing and within 25 feet of an entrance or window of such buildings when another person is present, with some exceptions for specific areas within playgrounds or recreational facilities. Furthermore, landlords of multifamily housing will be required to include notice of these smoking restrictions in lease agreements and to inform existing tenants of these new rules.
