This bill establishes a new section within Arizona's workers' compensation laws that mandates the creation and maintenance of a public database by the commission, which is the state agency overseeing workers' compensation. This database will contain crucial information about employers' workers' compensation insurance, including the insured party's name, the insurer's name, and the policy's expiration date. Insurers licensed in Arizona will be required to submit a copy of each policy's declaration page, which is a document summarizing the key details of the insurance policy, to the commission for inclusion in the database. These declaration pages must also feature a quick-response (QR) code that links users directly to the database, along with the number of employees and estimated payroll information. The bill also addresses "zero estimated exposure policies," which are policies obtained by employers who report having no employees or a zero estimated exposure; these policies will require a signed statement from the applicant attesting to the accuracy of this information and a commitment to notify the insurer if employees are hired. For construction and improvement businesses with such policies, they must provide a copy of the policy and written notification of their zero estimated exposure to any entities they directly contract with, who must then retain these documents for at least three years. The commission will also keep records of policies sold by insurance brokers or agents.
