This joint resolution directs the Auditor of Public Accounts to hire an independent third party to conduct a comprehensive study of all laws, regulations, and agency policies that affect the establishment and operation of licensed and certified child care services in Kentucky. The study aims to identify barriers to opening and running child care facilities, compare Kentucky's rules to those in other states and national standards like "Caring for our Children," analyze federal impacts, and find any duplicative or ineffective regulations. It will involve extensive input from various stakeholders, including child care providers, educators, parents, employers, and government officials, and will also examine local regulations like zoning and permitting fees, excluding child-to-teacher ratios and group sizes from its scope. The goal is to develop recommendations for streamlining and modernizing these rules to improve child care access for working families while ensuring child safety and quality early education, with a final report due by December 1, 2027.
