This joint resolution directs the Auditor of Public Accounts to hire an independent third party to conduct a comprehensive study of all laws, regulations, and agency policies that affect the establishment and operation of licensed and certified child care services in Kentucky. The study aims to identify barriers to opening and running child care facilities, compare Kentucky's rules to those in other states and national standards like "Caring for our Children," and analyze how federal laws impact state regulations. It will also examine duplicative or confusing rules, gather input from a wide range of stakeholders including providers, parents, and employers, and explore how to better utilize the General Regulatory Sandbox Program and allow for nature-based child care. Additionally, the study will investigate local regulations, such as zoning and permitting fees, that impact child care availability and recommend best practices for local governments to ease these barriers, excluding child-to-teacher ratios and group sizes from its review. The findings and recommendations are due by December 1, 2027, to the Legislative Research Commission.
