This bill, titled the "Welcome Child Act," establishes a new benefit program for parents and legal guardians in New Mexico starting January 1, 2028, providing financial assistance for newborns or newly adopted children. To fund these "welcome child benefits," a dedicated "welcome child benefit fund" is created, which will receive annual distributions from the existing "early childhood education and care fund."
