AI Summary
This bill amends the Unemployment Insurance Act to require employers with 75 or more employees in Illinois to proactively submit initial claim information to the Department of Employment Security on behalf of any employee who is laid off, furloughed, or temporarily shut down. This "claim-initiation information" includes the employee's name and contact details, last day worked, the reason for separation (temporary or permanent), and any wage and employment data the Department needs. The employer must provide this information in a manner prescribed by the Department, and the Department will then confirm to the affected employee that this initial step has been taken on their behalf, without this submission automatically determining eligibility for benefits. Furthermore, the bill introduces civil penalties of up to $5,000 per violation for employers who willfully fail to comply with these new requirements, with each employee for whom information is not submitted counting as a separate violation.
