This bill revises school funding in Arizona by establishing a new "state student funding formula" that charter schools will use to calculate their funding, replacing the previous method of calculating a "base support level" and "charter additional assistance." For traditional school districts, this bill allows them to elect to use this new state student funding formula, but only if they meet certain criteria, such as not having certain tax overrides in place and having a decreasing "support level ratio" over several years; if they choose to adopt this new formula, they will no longer be able to use other property tax-generated funding sources or receive certain state aid. The bill also makes changes to how charter schools handle transportation grants, how online instruction is funded, and adjusts various definitions and calculations within the school finance statutes to align with these changes, including modifying how "average daily membership" (ADM), a key metric for funding, is calculated and how "district support level" and "revenue control limit" are determined for districts using the new formula.
