This joint resolution directs the Legislative Research Commission (LRC) and various state agencies, including the Cabinet for Health and Family Services and the Justice and Public Safety Cabinet, to work together to create a comprehensive statewide "fiscal map" of programs and funding related to substance use disorder (SUD). SUD refers to problems individuals experience with drugs and alcohol. The purpose of this map is to identify all current funding sources, how that money is used, and to provide an inventory of all SUD programs, detailing their funding, services, and eligibility. This initiative aims to address the current fragmentation of SUD funding, which makes it difficult for lawmakers to understand the full scope of investments and strategically allocate resources, especially with new opioid abatement settlement funds becoming available. The fiscal map will help identify duplications, unmet needs, and gaps in services, ultimately supporting better policy design, budgeting, and outcome measurement for SUD programs, with the goal of shifting towards a more coordinated and sustainable approach to treatment and recovery. The LRC is required to post the map on its website and submit a report with a summary and options for a statewide plan to the General Assembly by October 30, 2026.
