This bill mandates that transportation projects on state-owned highways, when bid or awarded on or after June 1, 2029, must adhere to specific contracting conditions related to prevailing wages. The "industrial statistician," a role within the department of labor and industries, will be responsible for determining these prevailing wages. For trades and occupations covered by collective bargaining agreements, the statistician will adopt the hourly wage, benefits, and overtime rates established in those agreements. If multiple collective bargaining agreements exist for a trade in a county, the statistician will determine the rate that represents the majority of workers, or if no majority exists, the rate that covers the most workers. For trades without collective bargaining agreements, the statistician will conduct wage and hour surveys or use other appropriate methods to set the prevailing wage. This new process for determining prevailing wages will apply to state highway projects, amending existing laws to incorporate these requirements.
