This bill temporarily modifies existing laws related to building energy efficiency, specifically focusing on "net zero energy compliance," which means buildings must produce as much energy as they consume over a year. The bill exempts certain projects from these requirements, including temporary structures, additions under 10,000 square feet, police and fire facilities, and aquatic centers (natatoriums) and their associated aquatic centers, until new regulations are finalized. It also clarifies that projects with permits submitted before October 1, 2024, and not yet reviewed by the Green Building Advisory Council (GBAC) are exempt. Additionally, the bill revises the definition of "net-zero-energy standards" to include requirements for renewable energy generation on-site where feasible and restricts on-site fuel combustion for thermal energy to backup power generation only. Finally, it repeals provisions in the Housing Production Trust Fund Act of 1988 that imposed additional net zero energy requirements on subsidized projects.
