Bill Summary

AN ACT To amend Article 1 of Chapter 5 of Title 20 of the Official Code of Georgia Annotated, relating to state public library activities, so as to authorize the possession of opioid antagonists in public libraries; to define a term; to authorize public libraries to maintain a supply of opioid antagonists; to authorize public library personnel to administer opioid antagonists and carry opioid antagonists on their person; to provide for immunity; to provide for activation of the emergency medical services system and notification of emergency contacts; to provide for related matters; to repeal conflicting laws; and for other purposes.

AI Summary

This bill authorizes public libraries in Georgia to possess and administer opioid antagonists, which are drugs like naloxone that can reverse an opioid overdose. It defines an opioid antagonist as a federal Food and Drug Administration-approved drug that blocks the effects of opioids. The bill permits visitors and library employees to have these antagonists on library property, and requires libraries to maintain a supply of them, making reasonable efforts during shortages. Library personnel are authorized to administer an opioid antagonist to someone they believe is overdosing, and can carry one on their person. Importantly, library personnel are granted immunity from civil liability or professional discipline for good-faith actions related to administering or not administering an opioid antagonist, unless their conduct is willfully or wantonly reckless. Following administration, libraries must immediately call emergency medical services and notify the individual's emergency contact.
