This bill requires individuals applying for certain for-hire driver's licenses, including taxicab drivers and transportation network operators (companies that connect passengers with drivers via digital platforms), to complete a human trafficking awareness training program and provide documentation of completion to the Public Service Commission. The training must cover how to recognize potential victims, respond to them, and report suspected incidents to authorities. Additionally, licensed taxicab drivers, for-hire drivers, and transportation network operators, as well as applicants for these roles, will be protected from civil or criminal liability if they report or respond in good faith to a suspected incident of human trafficking. This measure aims to enhance awareness and prevention efforts within the for-hire transportation industry, with specific provisions for existing transportation network operator license holders and a delayed effective date of October 1, 2026.
