This bill establishes a two-year pilot program managed by the Department of Agriculture to address "food desert communities," which are defined as areas lacking access to nutritious, affordable food. The program aims to increase access to fresh and affordable produce by partnering with providers to set up weekly markets in three such communities, with at least one located in a rural area. These partnering providers must demonstrate the ability to consistently supply reasonably priced fruits and vegetables year-round, accept various payment methods including food vouchers, offer discounted produce packages, and provide storage and recipe information. They are also required to donate any unsold produce to local food banks or similar organizations. The Department of Agriculture will solicit and select these providers, work with communities to establish the markets, and conduct outreach. Finally, within two years of the bill's enactment, the department must report to the Legislature on the program's success, including data on participants and food voucher usage, and offer recommendations for expanding produce access statewide.
