This bill updates the laws governing rental agreements for self-storage facilities by clarifying definitions, allowing for unsigned rental agreements under specific conditions where an occupant uses the space for over 30 days after receiving the agreement, and establishing new procedures for notifying occupants about the termination or non-renewal of their rental agreements. Specifically, it shortens the default period for an operator to enforce a lien from 60 to 30 days, modifies how notices of default and sale can be delivered (including electronic methods with occupant consent), and requires operators to provide occupants with at least 15 days' notice to remove their belongings after termination or non-renewal, after which any remaining property can be disposed of by the operator. These changes, along with others to definitions and advertising methods for sales, will apply to all rental agreements entered into, extended, or renewed after July 1, 2026.
