Bill Summary
Establishes provisions relating to emergency responses in schools
AI Summary
This bill mandates that, starting with the 2027-28 school year and for every year thereafter, all school districts and charter schools in Missouri must implement a wearable panic alert system, potentially known as "Alyssa's Law," to enhance emergency responses. This system, subject to available funding, must connect various emergency technologies for real-time coordination among multiple response agencies, including transmitting 911 calls and mobile alerts by integrating with local public safety answering point infrastructure. Every school employee will receive a wearable panic alert device allowing them to communicate within the school and immediately contact local emergency responders. The system will also be capable of initiating a school-wide emergency notification, featuring automated visual strobes that correspond to specific emergency protocols, direct connections to the school's intercom or public announcement system, and automated computer display takeovers with similar protocol mapping. Upon activation, the wearable device must provide precise location information within the school building, including specific rooms, floors, and outdoor areas like parking lots and playgrounds. Schools are required to train all employees on emergency protocols and the proper use of these devices before the start of each school year. Additionally, schools must ensure that panic alert system providers offer emergency response mapping to local law enforcement at no cost, in an electronic format compatible with existing security software, oriented true north, overlaid on floor plans, and containing site-specific labels for building structures and critical equipment like AEDs and naloxone kits. This mapping data will also include electronic asset tags for the panic alert devices, detailing their serial numbers, inspection dates, battery status, expiration dates, and other operational information, with the ability for real-time updates to reflect building changes and disseminated to emergency responders. The school district or charter school will retain ownership of this mapping data, with full rights for its use and distribution. Schools must also ensure that all security data, including cameras, maps, and access control, is accessible to local law enforcement, with established access protocols. Information related to the physical security or fire safety of a school building held by an emergency response agency is considered confidential and exempt from public disclosure, with specific exceptions for disclosure to property owners, in furtherance of official duties, to other government agencies, or by court order. A dedicated "Panic Alert System Fund" is created in the state treasury, to be funded by appropriations and private contributions, to cover the administration of these provisions, with any remaining funds at the end of a biennium not reverting to general revenue. The State Board of Education is authorized to adopt necessary rules to implement this section, which will be subject to standard rulemaking procedures.
