This bill establishes the TechCred Program, which aims to reimburse employers for training costs associated with their prospective or current employees earning a "microcredential," defined as an industry-recognized certificate or credential that can be completed in a year or less and is approved by the chancellor of higher education. The West Virginia Office of Economic Development, in collaboration with the Governor's office and the West Virginia Higher Education Policy Commission, will oversee the program's development. Employers seeking to participate must apply, providing proof of their registration, tax compliance, and adherence to environmental regulations, along with details about the training provider, cost, the skills or positions the microcredential qualifies an employee for, and the expected work location. The director will then review applications based on factors like training duration, cost, estimated post-training wages, and efforts to promote regional diversity in reimbursements, ensuring that the microcredentials are on an approved list. Approved employers can then apply for reimbursement, up to $2,000 per employee, by submitting proof of training costs, evidence of the employee earning the microcredential, and confirmation of the employee's residency. Importantly, employers participating in the program cannot require employees who earn a microcredential through it to accept or continue employment with them. The director will create application forms and a website for the program, and the Governor's office of workforce transformation will also provide access to this information.
