This bill establishes the Veterans' Services Organization Capital Support Program, which will provide funding for eligible veteran service organizations to cover the costs of constructing, improving, repairing, rehabilitating, or reconstructing their facilities, as well as acquiring related equipment with a useful life of at least ten years. An "eligible entity" is defined as a veteran service organization recognized under Title 38 U.S. Code Section 5902 and organized as a not-for-profit entity under Title 26 U.S. Code Section 501(c), which can include well-known groups like the American Legion or Veterans of Foreign Wars. The program will allow the commissioner to award grants up to $200,000 for these capital costs, and up to 25% of an awarded grant can be provided upfront without reimbursement. Importantly, these funds cannot be used as a required match or local share for other state programs or to leverage other state aid.
