This bill amends the Environmental Protection Act to establish new rules for how former waste disposal sites, specifically closed sanitary landfills and waste disposal sites, can be used. The key provision is that no person can use these sites in a way that compromises the integrity of the site's protective systems, such as the final cover or liner, or interferes with any monitoring systems. It also prohibits uses that cause erosion or water pooling on the cover, disturb or remove waste, or generally pose a threat to human health or the environment, unless a permit is obtained from the Agency, which refers to the Environmental Protection Agency (EPA).
