This bill modifies the procedure for filling a vacancy in the Missouri General Assembly, which is the state's legislative body. Specifically, it changes how the Governor, the state's chief executive, handles such situations. Instead of needing to be "satisfied" of a vacancy, the Governor will now be required to act upon being "notified" of a member's death or resignation, or if they receive notice of a vacancy. The bill also removes the previous requirement for the Governor to act "without delay" and instead mandates that a writ of election, which is an official order to hold an election, must be issued "within ten days" of receiving notification. Furthermore, the bill introduces a new condition: if the vacancy occurs less than ninety days before a general election, no special election will be ordered. If an election is ordered, it must now take place "within sixty days of the issuance of the writ," replacing the previous, less specific timeframe.
