This bill establishes the Missouri Ireland Trade Commission within the department of economic development, composed of nine members: three senators appointed by the president pro tempore, three representatives appointed by the speaker, and three members appointed by the governor with senate confirmation, including representatives from higher education, business interests, and Irish-American communities. The commission's primary role is to study and advance bilateral trade and investment between Missouri and Ireland, address mutual policy issues, foster business and academic exchanges, promote mutual economic support and infrastructure investment, and explore other relevant matters. Members will serve staggered terms and will not receive compensation but can be reimbursed for expenses. The commission will elect a chairperson, establish subcommittees, and require a majority for a quorum. Within fifteen months of its effective date and annually thereafter, the commission must report its findings and recommendations to the governor and legislative leaders. Additionally, the commission is authorized to raise funds through solicitations and accept gifts, grants, and bequests, which will be deposited into a dedicated "Missouri Ireland Trade Commission Fund" in the state treasury, with any remaining funds at the end of a biennium not reverting to the general revenue fund and any interest earned being credited to the commission's fund for its administrative expenses and operational purposes.
