AI Summary

This bill amends existing Illinois law to expand the definition of "High Impact Businesses" to include utility-scale brownfield site photovoltaic projects over 5,000 kilowatts and utility-scale solar projects, allowing them to be located in enterprise zones. A "brownfield site photovoltaic project" is defined as solar energy systems interconnected with an electric utility where at least half of the project's area is on land regulated under specific U.S. Environmental Protection Agency (EPA) or Illinois EPA programs, such as those addressing hazardous waste or contaminated sites. The bill also clarifies the definition of a "utility-scale solar project" in the Illinois Power Agency Act, specifying it involves photovoltaic cells and has a capacity exceeding 5,000 kilowatts. These changes aim to encourage the development of renewable energy projects on previously contaminated or underutilized industrial sites.
