This bill allows public and private schools to contract with transportation network companies (TNCs), such as Uber or Lyft, to transport students to and from school and school-related activities. TNCs providing these services must conduct criminal background checks and obtain driving records for their drivers, similar to existing requirements for school bus drivers, and ensure their vehicles are inspected annually by a qualified mechanic and meet specific safety standards, including a limit of ten passengers. Drivers are prohibited from operating a vehicle for pupil transportation if they have been convicted of or pleaded guilty to a DUI within the last ten years. The bill also mandates that TNCs provide parents or legal guardians with real-time updates on the trip, GPS tracking, a way to contact the driver, and information about the driver and vehicle. Importantly, TNCs and their drivers providing these contracted services are generally exempt from many existing state rules and regulations that normally apply to pupil transportation, provided they adhere to the specific requirements outlined in this bill and their contract with the school.
