AI Summary
This bill requires the Illinois Department of Transportation (IDOT), working with the Department of Central Management Services and the Capital Development Board, to create standards for state purchases of building materials like appliances, concrete, asphalt, and steel, provided there is funding available. When developing these standards, IDOT must consider setting a maximum acceptable Global Warming Potential (GWP), which measures the impact of greenhouse gases on climate change, and explore ways to encourage the use of life cycle assessments (LCAs), which evaluate a product's environmental impact over its entire lifespan, and environmental product declarations (EPDs), which are standardized reports detailing a product's environmental performance, when evaluating bids for state-funded infrastructure projects.
