This bill requires the Secretary of State to conduct two checks each year to compare the state's voter registration system, which is the centralized electronic database of registered voters, against the federal Systematic Alien Verification for Entitlements (SAVE) database, a system managed by the U.S. Department of Homeland Security to verify immigration and entitlement status. One of these checks must be completed at least 180 days before a federal general election. If the comparison flags any potential noncitizens, this information will be sent to county election officials for review. These officials must then notify the voter and place them in a challenged status while confirming their citizenship, ultimately removing individuals confirmed to be ineligible from the voter rolls. Furthermore, the Secretary of State and county election officials must jointly submit an annual report to the legislature by January 31st detailing the number of records checked, potential noncitizens identified, voters removed from the rolls, and any recommendations for improving voter list accuracy, while ensuring all data is handled securely and personally identifiable information is not publicly disclosed.
