This bill, known as the positive learning environment act, establishes specific rights for teachers and mandates that school districts create school management plans to address student behavior. Teachers are granted rights including the ability to discipline students according to district policy, remove persistently disruptive students from their classrooms, have their professional judgment respected by administrators, teach in a safe environment, be treated with respect, involve parents in disciplinary decisions, receive administrative support, and have time for collaboration. School districts are required to inform teachers, parents, and staff about these teacher rights and prohibit policies that prevent teachers from exercising them or retaliating against them for doing so. Furthermore, each school district's board of education must adopt a school management plan for every school, which will define minor and major behavioral infractions, establish a tiered system of consequences and interventions for teachers and administrators, outline procedures for documenting and reporting behavioral issues, and detail how these plans will be communicated to students, parents, and staff. These plans must be reviewed annually and updated as needed.
