This bill requires that all rules and regulations governing library programs that receive state funding must comply with the First Amendment of the U.S. Constitution, which protects freedoms like speech and the press, as well as Article I, Section 8 of the Missouri Constitution concerning freedom of speech, and federal and state civil rights laws related to public accommodations, non-discrimination, and workplace protections. Any existing rules and regulations established before July 1, 2026, will need to be reviewed for this compliance by August 28, 2028. The bill amends Section 181.060 of the Revised Statutes of Missouri (RSMo) to incorporate these new requirements.
