This bill establishes the Kansas-Italy Trade Commission, a 13-member body composed of legislative representatives, appointees with interests in Kansas-Italy trade, and the Secretary of Commerce or their designee, to promote and encourage business and other mutually beneficial activities between Kansas and Italy, including bilateral trade, investment, and exchanges. The commission will meet quarterly, with legislative members serving two-year terms and non-legislative members serving three-year terms, and all members will be compensated for their service and expenses. The commission's purposes include fostering bilateral trade and investment, facilitating joint policy actions, promoting business and academic exchanges, and identifying other economic growth opportunities, and it is required to report its findings and recommendations to the governor and legislature annually. To support its work, the commission is authorized to raise funds and accept gifts, grants, and bequests, which will be deposited into a dedicated Kansas-Italy Trade Commission Fund, administered by the commission's chairperson and subject to legislative appropriation, with interest earnings from the state's pooled money investment portfolio also being transferred to this fund monthly.
