Both electric utilities and HPC facilities must annually report the sources of their equipment to the comptroller of the treasury and conduct internal audits to ensure compliance, with the comptroller then posting this information publicly. If a violation is found, the comptroller will notify the entity and, if non-compliance persists after 30 days, inform local governments and the attorney general. Local governments are required to suspend or deny operating licenses and permits to non-compliant entities, and the attorney general can pursue civil penalties of up to $25,000 per violation, along with other legal remedies. Additionally, residents aggrieved by a violation can file a civil lawsuit seeking damages and other relief.
