AI Summary

This bill expands the authority of the department to set tolls, which are fees charged for using a particular road or bridge, on certain transportation facilities. Specifically, it allows for tolls to be implemented on existing state highway system or interstate and national defense highway system facilities that are located at the border of Tennessee with another state, provided that either new vehicle travel lanes are added to the facility or an HOV (High Occupancy Vehicle) lane, which is a lane reserved for vehicles with multiple occupants, is converted into a high occupancy user fee lane on or after July 1, 2026. The bill also makes a technical amendment to clarify that "fee or charge" can include a toll.
