This bill requires local governmental entities, which include governing bodies, departments, or law enforcement agencies of cities, counties, or other political subdivisions, to invite honorably discharged veterans to an interview if they apply for a job or promotion. If a veteran meets the minimum qualifications and has the same skills, abilities, knowledge, and competencies as another applicant being interviewed, preference must be given to the veteran. The bill also extends interview invitations to spouses or surviving spouses of veterans under specific circumstances, such as if the veteran has a 100% service-connected disability, is permanently and totally disabled, or died in the line of duty and the surviving spouse has not remarried. If a veteran is passed over for a non-veteran, the local entity must provide the reasons to the Commissioner of Veterans Services within 30 days, which will be part of the veteran's record. Furthermore, all state and local government application forms will now include an option for applicants to declare their veteran status, and this provision also applies to appointing authorities in state government.
