This bill establishes a registry within the Tennessee Bureau of Investigation (TBI) for individuals convicted of certain crimes related to organized retail theft, which is defined as offenses under specific sections of Tennessee law, including conspiracy, attempt, or solicitation to commit these crimes. The registry will contain the convicted person's name, date of birth, offense details, conviction date, and county, and will be accessible only to law enforcement agencies for inquiry. Court clerks are required to report convictions to the TBI within 45 days, and individuals will be removed from the registry 10 years after their most recent conviction or upon court-ordered expunction or proof of death. Additionally, the bill mandates a minimum 30-day jail sentence for retail theft offenses if a firearm, firearm-related device (like a scope or silencer), or an anti-theft device (used to disable security measures) was used or possessed during the crime, and it increases the maximum jail time for certain retail theft offenses from 90 days to 180 days. It also adds using a mask or facial covering, or a vehicle with altered or concealed license plates, to facilitate retail theft as new offenses.
