This bill requires a municipality, before officially approving an annexation (the process of a city expanding its boundaries to include nearby territory), to first get approval from the county legislative body, which is the governing body of the county. To do this, the municipality must submit a financial impact study detailing how the annexation will affect county infrastructure, public services like schools, and county taxpayers, as well as a statement proving the municipality can afford to provide essential services like water, sewer, and emergency services to the newly annexed area. The county legislative body will have at least 60 days to review these documents and vote, and if they don't approve within 90 days, the annexation is automatically denied; failure to act within 60 days does not mean approval. This requirement does not apply to annexing a single lot of five acres or less, and the state comptroller will set the format for the financial studies. The bill also clarifies that it does not override existing agreements between local governments or growth plans.
