This bill amends Tennessee law concerning entertainment transportation, which refers to vehicles like party buses or limousines used for entertainment purposes, by prohibiting governmental entities that regulate these services from taking certain actions. Specifically, it prevents these entities from refusing to renew a permit if they initially issued it, revoking a permit without good cause shown in an administrative hearing, or denying the transfer of a permit or other regulatory credentials to another business if the receiving business meets operational qualifications and provides notice. The bill also prohibits these entities from forbidding permit holders from entering into partnerships if all parties are qualified and provide notice, from establishing noise ordinances for entertainment transportation vehicles that are stricter than those for other commercial properties in tourism zones, from requiring traffic studies for permit applications, or from mandating that entertainment transportation vehicles be enclosed if they meet all other safety requirements. "Good cause" for revoking a permit is defined as repeated, material violations of laws or regulations, or if a permit has been unused for six months or longer starting from May 1, 2024.
