This bill mandates that the commissioner of education must direct a local education agency (LEA) to close a virtual school if it's identified as a priority school starting in 2025 or if its student achievement growth, as measured by the Tennessee Value-Added Assessment System (TVAAS), is "significantly below expectations" for three consecutive years; this closure would take effect at the end of the school year, and funding under the Tennessee Investment in Student Achievement (TISA) formula would exclude students who transfer out of the LEA after the closure. Furthermore, if a virtual school is closed due to poor academic performance, any nonprofit or for-profit provider that operated or managed it will be prohibited from contracting to operate or manage a new virtual school in Tennessee for five years, and the state will maintain a public list of such ineligible providers. The bill also outlines notification requirements for parents and students when a virtual school is closed and ensures that student records are not withheld by providers.
